Formerly called the Institute for Health Plan Counsel, this program is designed specifically for in-house counsel, compliance officers at health plans, and their outside counsel and advisors. This program will provide an intensive day and a half of informative and practical education on a variety of issues and best practices. The program offers several informal networking opportunities where in-house counsel, outside counsel, and other professionals supporting health plans can meet others who face similar day-to-day issues and come up with solutions together. Some of the best networking happens in sessions, at breakfast, and the reception.

Many delivery system reform efforts to date have sought to transfer risk to entities with better incentives for managing costs and delivering value to patients. The most successful efforts, however, have also been based on better empowering consumers—letting them determine what constitutes value. The Centers for Medicare & Medicaid Services is working in countless ways to allow and facilitate the free exchange of information between buyers and sellers among competing interests so that patients are in charge and beneficiaries and taxpayers get better outcomes from Medicare at a lower cost.
